As part of the November SEP-14 Workplan submittal by the City of LA, the City submitted an Appropriations Act Certification Letter dated November 29, 2016. With regard to Section 192/191 Paragraph (2): the City issued a Plan Clarification to make this requirement 192/ 191 (2) a part of the contract to ensure that the contractor did not displace any of its exiting employees in order to satisfy the local hire preference. This was confirmed by the Division office on June 29, 2017.] The post bid plan certification substantively satisfied the Section 192/191 (2) requirements. |
